چکیده

In this paper, we investigate the effect of increased benefits on claim duration and claim costs in temporary disability claims of workers’ compensation. While previous studies have focused on natural experiments created by one-time large changes in minimum or maximum weekly benefits, we focus on the kink in benefit generosity inherent in all workers’ compensation systems in the United States. Utilizing administrative data on the universe of injured workers in Oregon and California, we find evidence that more generous benefits leads to longer injuries, but with implied elasticities that are smaller than the average elasticity from previous difference-in-difference studies. Our preferred estimates suggest that increasing benefit generosity by 10 percent leads to a 2 to 4 percent increase in injury duration in Oregon and 8 to 10 percent increase in California. We also derive similar implied duration-benefit elasticities when studying changes in claim costs at the kink.

Inference on Causal Effects in a Generalized Regression Kink Design

We consider nonparametric identification and estimation in a nonseparable model where a continuous regressor of interest is a known, deterministic, but kinked function of an observed assignment variable. This design arises in many institutional settings where a policy variable (such as weekly unemployment benefits) is determined by an observed but potentially endogenous assignment variable (lik...

The Effect of Unemployment Benefits on the Duration of Unemployment: New Evidence from a Regression Kink Design in Missouri, 2003-2013∗

We provide new evidence on the elasticity of the unemployment insurance (UI) weekly benefit amount on unemployment insurance spells based on administrative data from the state of Missouri covering the period 2003-2013. Identification comes from a regression kink design that exploits the quasi-experimental variation around the kink in the UI benefit schedule. We find that unemployment durations ...

Do Unemployment Benefits Increase Unemployment? New Evidence on an Old Question

Do Unemployment Benefits Increase Unemployment? New Evidence on an Old Question We examine the relationship between unemployment benefits and unemployment using Swedish regional data. To estimate the effect of an increase in unemployment insurance (UI) on unemployment we exploit the ceiling on UI benefits. The benefit ceiling, coupled with the fact that there are regional wage differentials, im...

August 2001

In this paper, we present new estimates of the effect of changes in workers’ compensation benefits on benefit duration and application frequency. Using administrative data for the state of California, we estimate the duration and frequency effects resulting from two increases in temporary disability benefits occurring during the mid 1990s. We employ a quasi-experimental research design that exp...

An Empirical Analysis of the Welfare Magnet Debate Using the NLSY

This paper examines the extent to which differences in welfare generosity across states lead to interstate migration. Using microdata from the National Longitudinal Survey of Youth between 1979 and 1992, we employ a quasi-experimental design that utilizes the categorical eligibility of the welfare system. The “treatment” group consists of all those in the survey who appear eligible to participa...
